
Pavel Korshunov, a resident of Tolyatti, worked at a boat station before his arrest. Media reports, citing law enforcement, state that Korshunov had previously participated in protests.
Pavel was detained in September 2022. The arrest was conducted as if he were a highly dangerous criminal, involving a large number of special forces from the Ministry of Internal Affairs. According to the investigation, the day after the announcement of mobilization, Korshunov set fire to the Tolyatti administration building. In a video released online by law enforcement, Pavel stated that he wanted to disrupt the mobilization.
On July 1, the Central District Military Court in Samara sentenced Pavel Korshunov. A panel of three judges, led by Igor Belkin, found Korshunov guilty under the charges of “terrorist act” (paragraph “v,” part 2, article 205 of the Criminal Code of the Russian Federation) and “vandalism” (part 2, article 214 of the Criminal Code of the Russian Federation) and sentenced him to 13 years in prison.
We are unaware of Pavel Korshunov’s stance on the case. However, we consider it politically motivated, and the terrorism charge unfounded. We have previously detailed why anti-war arson attacks do not constitute terrorism.
